  • Motor vehicles used by residents shall be parked in areas designated in the building plans as parking areas. There shall be provided on each lot sufficient off-street parking area, including driveway, for the parking of at least two (2) automobiles, which area shall be surfaced.

    No motor vehicle shall be parked on the street of the subdivision overnight or at any time in any manner which would interfere with the flow of traffic.

    All campers, trailers, boats, recreational vehicles, or snowmobiles shall be stored within a garage or at such other enclosed place where such items are not visible from the street.

  • Satellite dishes no larger than two (2) feet in diameter attached to the rear facing roof of the house or garage are permitted. Any other location of satellite dish must be approved by Subdivider or Board in writing. No radio towers or antennas are permitted on any lot.

  • Yes, roof mounted solar panels are permitted, no free-standing solar panels in yards are permitted.

    Trees must be planted on your own property. If you wish to plant a tree in the right of way, check out the City of Iowa City street planting program.

    The City of Iowa City periodically has a Root for Trees Discount Program. Residents can receive a tree voucher and save 50% OFF on the purchase of a tree at participating Iowa City locations.

    Minimum requirements for trees:

    Part One and Part Two: each lot owner will plant two trees, one in the front yard and one in the backyard; each with a minimum trunk diameter of 1.5 inches and of a type (species) approved by the Subdivider.

    Part Three: each lot owner will plant one tree front yard; each with a minimum trunk diameter of 1.5 inches and of a type (species) approved by the Subdivider.

  • No trees six (6) inches in diameter or larger will be removed from the lot without permission of Arlington-Development, Inc. or such person or entity as it may designate in writing.

  • All fences must be ply-covered black or green chain link fence four (4) feet in height. No fence will extend along any boundaries of the front year. No fence shall extend closer to the front of the dwelling than the rear outside corner of said dwelling. No wire strand, barb wire, or woven wire fences shall be permitted. All fences must comply with the City of Iowa City regulations.

  • In-ground swimming pools are permitted but must be in the backyard. In addition, the swimming pool must be bordered by a five (5) to six (6) foot high poly-covered black or green chain link fence. All fences must comply with the City of Iowa City regulations.

    No lot shall contain an above-ground swimming pool.

    No lot shall contain a tree house.

    No illuminated or electrical bug or insect killing device (bug zapper) shall be located or allowed on any lot.

  • Part One: No restrictions.

    Part Two and Part Three: Outdoor lighting on a timing device shall be prohibited at the rear or sides of a dwelling. Lighting at the rear or sides of a dwelling shall not be left on for an extended period so as to minimize light pollution.

  • Yes, flagpoles are permitted.

  • Storage sheds are not permitted, but any lot may have a gazebo. Gazebo location and plans must be approved by Arlington-Development, Inc. or designee, prior to construction.

  • Vegetable gardens may be maintained only at the rear of the dwelling.

  • Yes. Under the City of Iowa City Code, a fire pit includes below-ground pits and portable devices intended to contain and control outdoor fires.

    All below ground fire pits shall be at least four (4) inches in depth and shall be surrounded on the outside, above ground, by a non-combustible material such as steel, brick, or masonry. The fire pit cannot exceed three (3) feet in diameter, nor may the fire pile exceed two (2) feet in height.

    Fire pits may be used in accordance with the manufacturer’s specifications and the following City of Iowa City regulations:

    Only natural firewood/commercial logs can be burned (no lumber; pallets; scrap wood; tree trimmings; leaves; yard waste; cardboard; garbage; paper; etc.)

    Below ground fire pits must be located a minimum of 25 feet away from an.y structure or combustible material.

    The fire must be constantly attended or supervised until the fire has been completely distinguished.

    A portable fire extinguisher or other approved extinguisher equipment, such as a garden hose, must be readily available.

  • Pets shall be managed in such a way that they do not interfere with the quiet enjoyment of property by other lot owners. Pets which continue to make loud noises, damage shrubs or other flora, attack other pets or people shall be considered a nuisance and subject to removal pursuant to these restrictive covenants. All dogs located off the lot owner’s premises shall be leashed.

    No dog runs or outdoor dog kennels are permitted.

  • No animals, livestock or poultry shall be raised or kept within the subdivision except for usual household pets, provided the same are not kept or maintained for commercial purposes. Chickens are expressly prohibited.

  • The protective covenants are in effect for twenty-one (21) years from the date that they were recorded. Said covenants may be renewed and extended in whole or in part, beyond said period for successive periods not to exceed twenty-one (21 years each if an agreement for renewal and extension is signed by the lot owners of at least two-thirds of the lots in all phases.

    Even if the protective covenants expire, the HOA retains responsibility to maintain the common areas as long as the HOA exists.

  • This is part of the lawn care service maintenance agreement for the HOA common areas. The service includes mulch, weeding, and restoration as needed, which is included in our annual budget.

  • Windsor West is a quiet, single-family, owner-occupied residential neighborhood. Homes are built with the intention that they will remain owner-occupied. On rare occasions and under certain circumstances, a property owner may rent their property as a long-term rental. Rentals must remain single-family homes for residential use.

    The City of Iowa City requires a valid rental permit and homes must pass rental inspection with the City. View the City of Iowa City rental permit requirements.

    In some instances, a homeowner’s mortgage may place restrictions on renting the property. Property owners are encouraged to notify the HOA Board if they rent their property, and provide the board with a copy of the rental permit to hold on file for the term of the rent obligation. Renters are subject to the protective covenants and restrictions of the HOA.
