Dues

When you purchase a home in Windsor West, you must pay the annual or prorata HOA dues, and any special assessments, as approved by the homeowners under the terms of the HOA covenants. (There have been no special assessments since the association was incorporated in 2006). The annual dues are voted on each year at the annual meeting for the ensuing year.

The 2025 annual dues of $300 was voted on and approved by the homeowners at the 2024 annual meeting, which was held on December 2nd at 6 pm at St. Patrick Church in Iowa City.

The annual dues notice is sent out via U.S. mail mid-January each year. To avoid a $25 late fee, the annual dues must be paid in full by March 31st of the current year.

Dues can be paid via personal check or bill payment check from your financial institution. How the check should be made payable; how the dues can be paid; and whom to send the annual dues to are detailed in the annual dues notice that is mailed out to Windsor West homeowners.

Annual dues (and reserves) cover the following expenses:

  • Snow removal

  • Lawn and tree care in common areas

  • Insurance (liability and board of directors)

  • Pond management

  • Electricity

  • And other operating expenses
    (i.e. website; legal; printing; postage).

Protective Covenants & Enforcement

Since it was established in 2006, Windsor West has had protective covenants. They are legally binding on all Windsor West properties.

Windsor West has three parts — each developed consecutively. A set of covenants was established for each part:

While there are some minor differences between the covenants, all exist to maintain the cohesive character of the neighborhood, maintain and increase property values, and preserve peaceful conditions and well-being for residents.

All City of Iowa City ordinances apply in addition to the HOA covenants.

Enforcement

When the HOA Board receives a complaint of a violation of the covenants, the Board will contact the violating homeowner, inform them of the complaint, gather additional information, request the homeowner take appropriate action to correct any violation(s); and follow-up to ensure it is resolved. In some instances, The Board may need to seek legal consultation. If a city ordinance has been violated, the Board will defer the complaint to the City of Iowa City.
